   Program: MI Unemployment Express 2010

   Subject: UIA Form 1110 - Application for MI Unemployment Tax Credit
 

   Dear TaxTime USA, Inc. Customer,

   This update fixes the following in the program:

  • This update includes the following: Positive reserve balance employers can apply to receive a state
    unemployement tax credit using form UIA 1110.  This credit was provided by the state due to the additional FUTA tax
    MI employers paid in 2009.  There are various eligibility conditions required to qualify for this credit.  To receive
    this credit you must fill out Form 1110 which caclulates the credit.  For more information we recommend you read
    MI fact sheet #130.  Click this link to access this.
    This update includes form UIA 1110 and is available within the program from the select screen dropdown box.

  • Also Includes Update 6.2: This update calculates the new qualified employers social security tax
    credit/exemption. See IRS instructions for Form 941 for more information. 941/Unemployment Express 2010 now has
    a "Hire Exempt" check box in the Wage Detail screen to identify eligible employees. The program will then automatically
    compute Form 941 line 6b (# of qualified employees) and line 6c (exempt wages/tips paid to qualified employees). Users
    can override the calculations for line 6b and 6c. Users will have to enter line 6a (# of qualified employees first paid exempt
    wages/tips this quarter). Also, lines 12c and 12d will have to be manually entered for # of qualified employees and
    wages/tips paid March 19 - 31. The 941 Wage Report has also been updated to reflect this calculation. This Form 941
    update is effective for the second quarter 2010.
  • Also Includes Update 6.1: MESC Form 1017 – Wage Detail; an employee without gross wages entered did not
    print on the 1017 Wage Detail Report.  This update fixes this problem so all employees in the Wage Detail Entry
    screen will print on the 1017 Wage Detail Report regardless of if wages were entered or not.

    After clicking the above link, a File Download window will open.

    Click Open. A MI Unemployment Express update window will open.

    Change installation drive and folder to match where you originally installed the software.

    Click Finish

    The system will then ask to overwrite some files click Yes to All. This update does not alter any client files.
    It only updates program files.

    A message: Package Delivered Successfully will open when update is completed

    This will completes the update

    You may re-enter the software. Click Help from the main menu bar and then click About the software
    should now say Ver 6.3

   Program: MI Unemployment Express

   Subject: Update Disk, Version 5.6 - Form 940

   Dear TaxTime USA, Inc. Customer,

   This update fixes the following problems in the program:

  • This update is for the 2009 Form 940. Form changes have been made and updated for 2009. For 2009 Michigan payroll is
    subject to an additional .003 (.3%) on Form 940. Schedule A, Part 2 is where the additional tax is computed. In our program,
    in the Form 940 screen, page 1, click on the "1b & 2 Schedule A" Button. Part 2, line 2 defaults to the total FUTA wages from
    Form 940, line 7. You can change this amount by clicking on the override box. In order to complete the calculation click on
    the SAVE button and then CLOSE. Form 940 then automatically updates line 11 and the balance of the form and checks the box for line 2.

    Please note that page 2, lines 16 -17 computes based on quarterly detail – if there is a rounding issue when comparing to
    line 12 we recommend adjusting line 16d.

    Schedule A, Part 1 does not have to be filled in unless you were required to pay state unemployment taxes in more than
    one state. If this information is filled in it will automatically check the box on page 1 line 1b
     
  • Also includes Update 5.5: Form changes to Form 1017 Wage Detail Report
  • Also includes Update 5.4: When filling in the beginning liability date on the MI Registration the following error occurs:  "The
    allowed eligible date for liability begin date for Income Tax Withholding (line 14a) should be between 4/1/10 and 10/1/10.
    Please update to the new version of Unemployment express."

    When printing the amended wage detail report, the first 5 digits of the social security number are "x"ed out.

    When tabbing from line 8 on the 941/1020 screen you get a PowerBuilder error and the program closes.

    Minor changes to Form 1020 Employer’s Quarterly Tax Report

  • Also includes Update 5.3(Critical Update): It has only just been brought to our attention that as of January 1, 2009 the FUTA rate for Michigan has increased to 1.1%
    from the standard .8% (after the credit) to reflect the additional .3% credit rate reduction.

    This rate change is retroactive to January 1, 2009.

    We have updated our Taxable Wage Report which now shows the additional .3% credit rate reduction and the total FUTA tax
    liability at 1.1% for all quarters. To view this report in our program – from within the 941/1020/1017 Wage Detail screen,
    click on the Print Preview icon at top menu bar and select the Taxable Wage Report. To print this report - from within the
    same screen, click on the printer icon and the Taxable Wage Report can be selected for printing.

    Form 940 for 2009 will be updated in our program as soon as the IRS releases this form.

    U.S. Department of Labor determines which states are credit reduction states and Michigan is currently the only state to
    receive a 2009 FUTA rate increase. A state that has not repaid money it borrowed from the federal government to pay
    unemployment benefits is called a credit reduction state. The increased rate is to be used to repay the funds Michigan has
    borrowed from the Federal Government.

    As FUTA is only a quarterly deposited tax, business owners are likely to be one quarter behind. At this time we can only
    assume that the IRS will not be assessing late fees for the first quarter given the late nature in which the information was
    released. Also, if an employer’s tax liability is under $500 their FUTA tax is only deposited annually.

  • Also Includes Update 5.2 (Critical Update): The second quarter Taxable Wage Report incorrectly computes the FUTA
    taxable wages when year to date employee wages are less than $7,000.00. This update fixes the FUTA taxable wage
    calculations and resulting total FUTA tax calculation for the second quarter.

  • Also Includes Update 5.1: When selecting a SSN/PTIN for a Paid Preparer under Part 5 of Form 941 the Paid Preparer's
    name did not match the SSN/PTIN selected
